Reminds me of Quirky: they would get the public to pitch everyday items, patent and manufacture them and then the individual would get a royalty stream. They filed for Chapter 11. https://en.wikipedia.org/wiki/Quirky_(company)

I feel a little jaded for thinking that I hope both the people running it and people submitting have good attorneys advising them on this. The wording on that page implies a lot but has very few specifics - it feels like it's just inviting the kind of misunderstandings that turn into legal threats later on.
